China's exploding population, and the nation's race to urbanize in an effort to house it, is a hot topic in global debates about energy efficiency and pollution. The village of Huangbaiyu in rural northeast China was supposed to be a model for energy-conscious design. But the joint China-U.S. project to build 400 sustainable homes went awry.
